In the years between 1947 to 1964, Forbes has estimated that more than four million people were born into the ?baby boomer? generation. Now that this generation is starting to reach retirement age, professionals in many different industries are analyzing changes to come. Many existing communities are remodeling and adding amenities to their properties in order to be more attractive to the changing face of retirees. In addition, new communities will have to surface to meet the demand of the retirees to come. Another change is the evolution of retirement complexes in the UK, where this type of living environment has not been popular in years past.

Look Out for Opportunity

With millions of baby boomers set to retire in the years to come, there is going to be a massive demand for living communities dedicated to this age group. Many retirees will choose to live in their own homes longer than was common in the past, but those that do seek living spaces dedicated to their age group will only consider communities offering a very high standard of retirement living. The improved health of retirees today predicts that many will simply stay away from the retirement areas if they do not find a very high standard of living that they find exciting.

This is a great opportunity for developers and property management teams able to offer high quality villages that today?s retirees want to inhabit. Wherever there is a huge population with a need, there will be professionals able to step up and meet that need; and this means newer communities for a newer generation of aging retirees.

Romania Checks Airport Cabs After Passenger Murder :: Balkan ...

Police on Thursday raided cars and drivers from the area of Bucharest?s main airport, Otopeni, in an attempt to curb the activities of illegal taxi drivers following the recent abduction and murder of an unwary passenger.

?We have checked all the taxis from Otopeni, trying to find out if they work legally and if they use meters,? a police press release said.

No more information was offered, but the investigation follows the recent murder of a Japanese girl after a Bucharest airport pickup.

The case stirred a major debate in the country, with many people voicing concerns over cab security.

The 20-year-old Japanese woman, who arrived in mid-August in Bucharest, was helped by a young male to find a cab.

The taxi reportedly headed several kilometers in the opposite direction from where the girl needed to go. Two days later, she was found dead in a forested area.

Soon after, police detained Nicolae Vlad, a 26-year-old man, after he sold her camera and mobile phone.

According to police, Vlad raped and then murdered the girl. He is facing other accusations, as he is accused also of stealing from and raping four other women since 2011. He is also named as a suspect in the killings of two other women, in older police files.

Analysts say that the authorities have to find solution to guarantee the security of passengers.

?The police and the airport should ensure the security of passengers and prevent them from being tricked by cab drivers working there illegally, or by people who pretend to help them find a cab,? journalist Maria Apostol said.

The airport at Otopeni is well known for the number of both legal and unauthorized cab drivers who aggressively try to pick up customers who have just landed and who usually try to trick them on the fares.

Lying 17km north of the city the airport was opened in 1970 but recently extended. "It is a spacious, efficient airport,? reads one Bucharest city guide for foreigners.

?You should beware of, and ignore, the taxi drivers who will besiege you as you make your way through Arrivals," it adds.

"Ignore them, even if they have 'Official Taxi' badges (the badges are meaningless). Swear at them if you have to: they will eventually get the message.?

Obama challenges Republicans as convention opens

US President Barack Obama Tuesday laid down a challenge to Republicans opening their nominating convention by beseeching young people to re-enlist in his now battered crusade of hope and change.

Obama punched out a defense of his record as a reformer before 6,000 students in Iowa, trying to conjure up the old spirit of idealism that has quieted since 2008, saying: "Your vote made that happen. You made that change."

"Don't believe them when they tell you, 'you can't make a difference'" Obama said, in a reworked and pithy version of his stump speech, delivered in Iowa, where youthful armies of campaign workers first animated his White House hopes.

"I'm asking you one more time to do what we did, what young people all across the state of Iowa did four years ago. I'm asking you to believe," Obama said at Iowa State University.

"I'm asking you to believe, not in my ability to bring about the changes you want to see -- I'm asking you to believe in your ability. I'm asking you to believe in what you can accomplish."

"I'm counting on you."

Obama reeled off a list of achievements likely to appeal to young voters, including the repeal on the ban on gays serving in the military, getting US troops out of Iraq and new measures to alleviate student loan debt.

In 2008, Obama captured 66 percent of the youth vote, defying conventional wisdom that young and first-time voters are fickle and often do not show up at polling stations.

He leads the same category this time, but the campaign of Republican Mitt Romney believes many young voters are disillusioned with Obama now, and that it can cut into his advantage among graduates unable to find jobs.

The Romney camp also believes that the president will fail to rekindle his surge of grassroots support, given the stalled economy, high unemployment and a political brand sullied by three punishing years in power.

Obama's event, part of a tour of college campuses in swing states Iowa, Colorado and Virginia, was timed to coincide with a new academic year and came just over two months before he asks voters for a second term.

It also represented Obama's initial response to the Republican National Convention opening in Tampa, Florida, which will nominate Romney and vice presidential pick Paul Ryan on the party's presidential ticket.

"This week in Tampa my opponents will offer you their agendas. It should be a pretty entertaining show -- I'm sure they will, you know, have some wonderful things to say about me," Obama said.

"But what you won't hear from them is a path forward that -- that meets the challenges of our time."

'Superhuman' Paralympians burst onto world stage

LONDON -- A battlefield explosion sends troops flying, a speeding car flips over on a highway, a?"Murderball" player is knocked right out of his wheelchair, all set to?a?fierce Public Enemy soundtrack.?

"Forget everything you thought you knew about strength. Forget everything you thought you knew about humans. It's time to do battle. Meet the Superhumans."

That?s how British TV viewers are being introduced to this year?s Paralympic athletes by Channel 4, which is broadcasting the London 2012 Games. Its campaign is giving Superbowl ads a run for their money, going viral?with more than 500,000 views on YouTube alone.


The hard-hitting ad is designed to jolt the public into a state of awareness and awe of what many of?these disabled athletes have had to deal with just to stay alive, let alone compete at an elite level.?It highlights that the competitors have overcome disabilities and disasters most of us cannot begin to imagine or will ever have to face. And that was before they became world-class competitors.

The campaign also aims to combat?the impression that the Paralympics is essentially the "Olympics-lite." Among the sports the ad focuses on is wheelchair rugby -- which?is so violent that it's?been dubbed "Murderball." The sheer amount of full-force contact between players requires welders to be put on standby on the sideline to repair damaged wheelchairs.

Some of the hottest tickets at the London Paralympics are for wheelchair rugby. The sport is so violent and fierce, that it has been dubbed "Murderball". ITN's Lewis Vaughan Jones met Team Great Britain's inspirational captain.

The International Wheelchair Rugby Federation?has championed the "Meet the Superhumans" campaign and comments posted on its Vimeo page illustrate the ad's power. "Now that's what I'm talking about, 'Thank you for letting me be myself.' Public Enemy never sounded better," one fan wrote. "It's a great soundtrack for our ... lives whether we're Olympians or not."

Channel 4

This ad campaign for Channel 4's Paralympic coverage has captured the imagination of many people in Britain.

The event was founded 1948 to help rehabilitate injured British veterans returning from the Second World War, though many Americans remain unaware that it exists. (There's also a tendency to confuse it with?the Special Olympics, which is unrelated. Paralympic athletes compete despite impairments including amputations, blindness, cerebral palsy and mobility disabilities.) However, there are signs that 2012 will be its breakout year.

London-bound veterans push Paralympics back to battlefield roots

The success of the London 2012 Olympic Games has sparked a spike in public interest in Britain. Ticket sales have wildly exceeded expectations, with organizers saying 2.3 million tickets have already been sold, which is more than any other Paralympic Games in history. There's a high demand for the 200,000 remaining tickets, which will be made available in batches online.

Soccer superstar David Beckham is serving as an ambassador to the Games and Prince William and Kate Middleton are expected to attend Wednesday night's Opening Ceremony.

Ahead of the London Paralympics, L.A. Galaxy midfielder David Beckham spent a day learning blind football from Team Great Britain.

Team USA features 20 military veterans and active duty service members, including some wounded at war in Iraq and Afghanistan.

Among them is U.S. Army 82nd Airborne paratrooper Centra "Ce-Ce" Mazyck, who was paralyzed when her parachute got tangled with another in 2003. Doctors said she'd never walk again but Maczyk refused to listen. And she has proved them wrong.

"I wasn't hearing it. In my heart, in my soul, I knew I could walk," Mazyck told NBC News. "To this day, I am walking."

Centra "Ce-Ce" Mazyck, who was paralyzed during a parachute jump with the 82 Airborne in November 2003, will compete in the javelin at the London Paralympics. "This is my second chance," she tells NBC News' Jamieson Lesko.

The South Carolina-based mother of one is now engaged to be married but admits shes also deeply "in love" with her javelin.

'Very fortunate'
U.S. Navy Lt. Bradley Snyder was blinded by a bomb while rushing to the aid of two fellow soldiers in Afghanistan.

His training regimen had him swimming 4,000 yards a day at his local?pool in Baltimore. He is due to compete on the one-year anniversary of his injury.?

Lt. Brad Snyder lost his sight in an IED explosion in Afghanistan last year. The Navy officer will once again represent the U.S., this time at the London 2012 Paralympics in September.

"I knew I was very fortunate to be in that hospital bed and not in a coffin in the ground,"?Snyder said. "I'm going to show people that I'm not going to let this beat me. I'm not going to let blindness build a brick wall around me. I am going to find a way forward."

South African double amputee and sprinter Oscar Pistorius, who has been nicknamed the "Blade Runner," will compete in the Paralympics after making history by running?in the 400-meter event at the Olympics.

Pistorius is likely to face tough competition from Team USA, including a 25-year-old rocket scientist Jerome Singleton?and the 22-year-old Blake Leeper.

Pistorius, a double amputee born without fibulas in his legs, has trained hard to participate in the Olympics despite having to wear prosthetic legs. NBC's Mary Carillo reports.

Pistorius, a four-time Paralympic gold medealist, will carry the flag for South Africa at Wednesday's Opening Ceremony. Coldplay will perform at the Closing Ceremony on September 9.

"I believe these Games are going to change peoples' mindsets about disabilities," Pistorius told Reuters. "In the last two to three years I've seen a shift. For many years people have shunned disability, but I don't have anything in life I'm not able to do. I don't think of my disability, I think of my ability."

Sixteen countries are competing for the first time. Among them, Haiti will make its debut with two athletes competing in track and field.

This is the story of two paralympians from Haiti - a nation which is competing in the games for the first time. It's a country where disability is stigmatized and those who are disabled are shunned. ITV's Lewis Vaughan Jones reports on two pioneers who want to overcome prejudice and fill their nation with pride.

British broadcaster Channel 4 will show 150 hours of programming and about 350 hours more online and across three temporary on-demand channel.

The International Paralympic Committee predicts that, adding together viewers on each of the 11 days of competition, the total audience figure for the London Paralympics will reach 4 billion.

Of all the events that will be showcased in the Paralympics, few are as intriguing as blind soccer. ITN's Lewis Vaughan Jones met Team Great Britain captain David Clarke who explained how it works.

It said that four years ago in Beijing, a total overall audience of around 3.8 billion in 80 countries watched the 2008 Paralympics - including a total of 1.4 billion viewings in China across 11 days, 670 million in Japan and 439 million in Germany. Calculating figures in that way means individual viewers are counted several times.

The daughter of the founder of the Paralympics told NBC News that the record-breaking ticket sales and interest in the London event would have made her father "immensely proud."

Eva Loeffler said Ludwig "Poppa" Guttmann ? a neurologist who pioneered the rehabilitation of paralyzed Second World War service members at a hospital near London ? would have been "extremely pleased" at how the Games had captured the public imagination.

Lt. Brad Snyder, blinded by an IED explosion in Afghanistan, is now training for the London 2012 Paralympics.

The 79-year-old said it was "very appropriate, in a way" that so many veterans from the Afghanistan and Iraq conflicts were taking part in this year's event. "Helping the military wounded was where it all began, after all," she said.

London 2012: Who were the real winners, losers?

Guttman, who fled Germany in 1933 after being persecuted by Hitler's Nazi regime, challenged medical orthodoxy at Stoke Mandeville hospital, north?west of London, by encouraging patients to play sports rather than accept their paralysis.

When London hosted the Summer Olympics in 1948, he created the Stoke Mandeville Games involving just 16 competitors. In the years that followed, he built his competition into the parallel Paralympic Games.

This year's event will feature 4,200 athletes from 166 teams competing in 20 sports.

For British wheelchair tennis star Jordanne Whiley, the Paralympics isn't just about winning - she also wants to outshine her bronze-medal winning father's achievements in the event. ITN's Lewis Vaughan Jones met them both as part of his series highlighting Paralympians and their sports.

Although Guttman died in 1980, Loeffler has continued his work, becoming a key figure in disabled sport ? and has accepted an honorary role as mayor of the Paralympic Athletes' Village at the Olympic Park in East London.

'Second-class citizens': Wheelchair user's fury at Paralympics over seating

One of Guttman's dreams was that disabled athletes would ultimately compete alongside their able-bodied counterparts ? a wish that came true last month with Pistorius' historic participation at the Olympics.

"He would have regarded that as a great moment, I'm sure," Loeffler said.

CNBC host Kudlow: Obama would rather ?punish? the wealthy than ?fix the economy? [VIDEO]

TAMPA, Fla. ??Larry Kudlow, host of ?The Kudlow Report? on CNBC, warned of a recession if current tax rates for all income brackets expire and the planned automatic spending cuts take effect.

He also told The Daily Caller that President Barack Obama would rather ?punish? the wealthy than deal with America?s current economic challenges.

?I really think the fiscal cliff, which is really a tax cliff ? it?s a tax-hike cliff ? depends on the election. I mean, I think that the [Congressional Budget Office] CBO is right: If we don?t fix it, we?re going to have a recession. At the moment, I see no effort by Obama to deal with it. I mean, if I were he, and I were running in a close race, honest to God, I would call people together and sit down and hammer out a deal right away and you know what? That could possibly win the election for him. But he shows no evidence, no inclination to do that,? Kudlow told TheDC in Tampa after speaking at ?Newt University? ? a public policy forum sponsored by former Speaker of the House?Newt Gingrich during the Republican National Convention.

?All he wants to do is bash rich people and bash businesses. It?s crazy to me. So I think that, I think that if Romney wins, I take, Ryan told me this Thursday, the first order of business is going to be to fix the fiscal cliff and avoid the recession. And I hope to hell that?s right. We can?t, I mean ? here?s the deal: After what we?ve been through with this awful recession and this awful recovery, I personally do not believe this country can take another recession.?

Kudlow said another recessing would be ?devastating? in ?psychological terms? for the country.

?Our enemies around the world would just lick their chops if America stumbles again, and that bothers me a lot,? Kudlow said, specifically citing Russia, China and Iran.

He also opposes Obama?s call to only extend the current Bush-era tax rates for families making under $250,000 per year.

?I wouldn?t be raising anybody?s taxes,? Kudlow said. ?I don?t think Obama understands, if he does he doesn?t want to acknowledge it, that the so-called rich people are among other things the important investors that supply the capital for growth. Why penalize them? And, secondly, [they] are the leading small business owners that supply the torque and the jobs and the animal spirits. Why go after them? Why??

?This whole class warfare thing is so un-American to me. It just doesn?t make any sense, but it doesn?t make economic sense.?

TheDC also asked Kudlow why he thinks Obama has not done more to prevent the U.S. from going over the fiscal cliff.

?You?re asking the right question and the only thing I can come up with is he?s just driven by this ideology where, to him, punishing the upper end is more important than fixing the economy,? said Kudlow, the former associate director for Economics and Planning in the Office of Management and Budget during Ronald Reagan?s first term in the White House.

?He?s [Obama] surrounded by left-wing advisers. I?m not being personal == I?m just saying from what I gather. Valerie Jarrett, Axelrod and Plouffe, these guys are card-carrying left-wing advisers, and they?d rather make an ideological point than a good economic growth point. I don?t think Obama?s a growth guy ? I think he?s a redistribution guy and I think his leftist attitude covers, obscures, it blinds him to the consequences. I think that?s the problem.?

Despite the fact that he supports spending cuts, the nationally syndicated columnist also told TheDC that the ?sequester? is the wrong policy for the U.S.

?A half a billion dollars out of defense on top of the half a billion they?ve already taken out of defense really is rough and that also sends bad signals to our enemies,? he said.

'A less polar pole': Arctic sea ice at record low

The amount of summer sea ice in the Arctic has reached a record low in three decades of satellite data, scientists reported Tuesday, with one of them describing recent warm years there as creating a "less polar pole." The decline was expected to continue for at least several more days before cold weather sets in and creates new ice through fall and winter.

The area of Arctic waters covered by sea ice was measured at 1.58 million square miles on Sunday, the National Snow and Ice Data Center (NSIDC) reported. That's below the previous record low of 1.61 million square miles set on Sept. 18, 2007, and in line with earlier expectations for the season.

"Including this year, the six lowest extents in the satellite record have occurred in the last six years," the center noted on its website.


"Parts of the Arctic have become like a giant Slushee this time of year" due to thinning ice,?Walt Meier, a scientist at the center, told reporters.

That thinner ice also explains how a storm in early August made a significant impact in speeding up the decline this month, Meier said.

At NASA, which helps with the satellite data, scientist Claire Parkinson said the trend has been "strongly downward."

The 2007 decrease "stunned" researchers since it was so large compared to previous years, she said, and "this year it's plummeting" further.

It's not just sea ice in summer that's been weakened, she added. "No matter what month you're in, it's less ice than it used to be decades ago," she said.

The researchers added that manmade emissions tied to global warming offer the best explanation for the decline.

Ted Scambos, a senior NSIDC researcher, told NBC News that no one weather pattern explains the downward trend.?"Greenhouse gasses are the only consistent explanation for a persistently warming Arctic," he added.

"The Arctic was our refrigerator," he said, but the warmer weather of the last five or six years have meant "a less polar pole."

Scambos said the Arctic system is too variable to guarantee that each future year would show a decline, but over time he expects the decline to continue. "I think we can expect further declines to new records," he said, "and eventually, an ice-free North Pole."

(AP) ? With Isaac bearing down on New Orleans, the city finds itself at a delicate moment in its rebuilding since Hurricane Katrina struck seven years ago.

Private and government investment is fueling the push to overhaul some of the city's troubled but culturally rich neighborhoods near the French Quarter, where poor families are being replaced as wealthier ones move in. Few would argue that the city's in a boom ? and even gentrifying. But some question whether it will wither the roots that grew the city's distinctive identity.

"New Orleans is becoming a boutique city like San Francisco," said Gary Clark, a politics professor at Dillard University. "You may see black middle class moving in, but with gentrification there's overwhelmingly white individuals of means who become the new urban pioneers."

The number of whites, although smaller than before Katrina, has grown as an overall percentage from 28 percent to 33 percent of the city's population. The city has its first white mayor since the 1970s, while the City Council now has a majority of white members.

On the flip side, blacks say there's danger that their community will be diminished in a city that owes deep cultural and economic debts to its Afro-Caribbean roots. Since the storm the African-American community has shrunk by about 118,500 people, dropping from about 68 percent of the population to about 60 percent.

"(Blacks) don't see themselves as being a part of the recovery economy and getting real opportunity," said Nolan V. Rollins, the Urban League of Greater New Orleans president.

It's not clear what effect Isaac could have on the city. Early Tuesday morning, Isaac was still a tropical storm packing top sustained winds of 70 mph in the open Gulf. Forecasters said they expected it would become a hurricane over the warm Gulf Waters and come ashore near New Orleans by early Wednesday, the seventh anniversary of Katrina's devastating strike on the city.

This winter the U.S. Department of Housing and Urban Development plans to demolish the last of the New Deal-era public housing still standing in New Orleans ? the 850-unit Iberville complex. It was erected over the slums of what was for a time the nation's only legal red-light district, Storyville.

The demolition is part of a $31 million HUD "choice neighborhoods" project, a concept pushed by the Obama administration across the nation. HUD hopes that by starting the process of gentrification, private investment will follow and the communities will become desirable places for all races and classes to live in.

Linda Couch, a public housing expert at the National Low-Income Housing Coalition, said the new approach "has the elements of success."

Meanwhile, another $4 billion in private and government investment has been pouring into the historic neighborhoods of Iberville and Treme, the hearth of the city's African-American culture.

The 1.4 square miles where much of the redevelopment is occurring has long been known for gumbo, jazz, voodoo and civil rights pioneers. Immigrants from around the world lived side by side with blacks in Treme and Iberville, where Louis Armstrong once walked the streets and delivered coal as a boy.

But the entire area fell on hard times after the 1960s, as whites moved to the suburbs and bad urban planning took its toll. By the time Katrina hit, it was struggling and looked like an urban desert of blight, drugs and abandonment in many areas.

The plan for redeveloping the area could include the removal of a noisy concrete interstate expressway that runs through Treme with the hope of restoring what was one of the city's main streets for black commerce. Work is already underway to turn an unused rail corridor into a miles-long walking and bike path called the Lafitte Greenway, turning old schools into new charters and opening "fresh-food" supermarkets.

Taking down the Iberville housing complex is crucial, planners say, to connect Treme with the downtown's theater and business district on Canal Street.

"I think we can retain the soul of New Orleans and in fact enhance it by going through this process," said David Gilmore, a HUD housing expert leading the planning effort.

Many residents see a chance to save neighborhoods that have fallen prey to drugs, poverty and blight.

"We're happy if someone moves down the street into a blighted property," said Jennifer Jones, the self-styled "queen of the second-line" and member of a Treme family of musicians. "No one's angry about whites moving in. When we grew up, there was a lot of mixing going on," Jones said.

But others are apprehensive.

"Maybe they've got their reason," said Lionel Glenn, a 69-year-old retired laborer who ended up at Iberville after another project he was in was torn down after Katrina. "I'd like to stay, but I've got to move."

A recent article in a black community newspaper, The New Orleans Tribune, blared: "They're here" in referring to whites looking to buy up inner-city property. The headline read: "Gentrification: The New Segregation."

Unlike the other redevelopments after Katrina, HUD promises to find housing for all the 440 families at Iberville within about 1 mile of the project.

After Katrina, most of the city's projects were torn down quickly and families were dispersed across the nation. Advocates charged that policy forced poor families out of New Orleans. Public housing units were cut in half at those complexes.

"What has happened is exactly what many people predicted would happen," said Lance Hill, who runs the Southern Institute for Education and Research, a race relations center at Tulane University. "Blacks have ended up in apartments ringing the city."

Mayor Mitch Landrieu says there is no reason to fear the redevelopment.

"We're building it back better than it ever was before and the way it always should have been."

In Treme, there are about 200 more white households than before Katrina, Census data shows. Newcomers and old-timers have clashed, even at times over the noise from the impromptu second-lines, the cherished musical parades, which routinely break out. Also, longtime residents worry about the closing of neighborhood bars.

"They are looking for a French Quarter look-a-alike but with a bedroom community feel," said Al Jackson, a Treme resident and historian.

One newcomer is David Williams, a 49-year-old school administrator. He bought an historic home that for now he rents out. The last batch he rented to was a group of young people with Americorps.

Once their son leaves home, he and his wife have talked about moving into the city and living in the house they've bought.

"In 10 years (this neighborhood) is going to look like Treme does a block away from the French Quarter," he said.

Henson set to miss rugby season start

Gavin Henson could miss the start of the new English Premiership season after the former Wales three-quarter suffered a suspected fractured cheekbone in London Welsh's 23-17 friendly loss against Llanelli Scarlets.

Henson suffered the injury in a tackle by Deacon Manu in the opening minute and before being replaced shortly before half-time.

He now faces a fight to be fit to race Leicester on September 2.

"We're hoping for the best, but if it's the worst he's not the first player to get injured and we'll just have to be patient and deal with it," head coach Lyn Jones told London Welsh's website on Sunday.

Henson was taken to hospital and given X-rays and tests after he was tackled by Deacon Manu in the first minute of the match.

Jones added: "These are things you've got to deal with in rugby. You've got to deal with thunderbolts all the time.

"No player wants to get injured in a pre-season friendly because it's hugely frustrating because of all the hard work that's been done leading up to the start of the season."

The 30-year-old Henson was sacked by Cardiff Blues, his fourth club in little more than a year, in April over his drunken behaviour on a flight returning from a game in Glasgow.

Henson played an integral part in Wales' 2005 and 2008 Grand Slam campaigns but injuries and off-field problems have interrupted a career that also includes a tour of New Zealand with the British and Irish Lions seven years ago.

When the jury in Apple v. Samsung handed down its verdict on Friday, we watched Apple take a victory lap and heard Samsung warn of hampered competition, but one company remained conspicuously silent: Google. This weekend, though, Mountain View finally released a statement, insisting that while Samsung lost the trial, the ruling doesn't actually implicate Android. "The court of appeals will review both infringement and the validity of the patent claims. Most of these don't relate to the core Android operating system," the company said, noting that several of these patents are being revisited by the US Patent Office. Still, buried in that statement is an implicit acknowledgment that if Samsung can't reverse the decision on appeal, innovation among Android devices might well be be stifled:

"The mobile industry is moving fast and all players - including newcomers - are building upon ideas that have been around for decades. We work with our partners to give consumers innovative and affordable products, and we don't want anything to limit that."

Of course, Samsung has indeed said it intends to appeal (and an internal memo reported by CNET corroborates this), so it would seem that the proxy battle against Android is far from over, and the drone of legalese is sure to continue.

Isaac Not Stopping the Show in Tampa

TAMPA, Fla. - With Tropical Storm Isaac whipping the Florida Keys today with high winds and driving rain, Florida Gov. Rick Scott says that the state's focus moving forward is ensuring the safety of the Sunshine State's 19 million residents along with the crush of visitors traveling to Tampa for the Republican National Convention this week.

Scott, who declared a state of emergency for Florida on Saturday, said the latest forecasts have the storm "moving a bit west as it comes up the coast," but he expected Isaac to eventually make landfall somewhere in the Florida panhandle. He said there was "a big concern" over the potential for flooding there, especially since Tropical Storm Debbie had already saturated the ground when that storm hit in late June. He said his chief concern for the Tampa area is the looming impact of the wind.

Asked whether anyone is second-guessing scheduling the Republican National Convention in Florida during the middle of hurricane season, the governor predicted the GOP would still "have a great convention."

"Everybody likes to come to Florida," Scott said. "Our job and everybody up here has the same job: keep every resident and every visitor to our state safe, and we're going to make sure that happens. We're going to do everything we can to make sure they have a great time.

"The convention was a big opportunity for our state to show what a great state [and] place it is to live, work, and play," he said. "What they're going to find out this week is we know how to deal with hurricanes. We're prepared. This is a state that knows how to deal with those things. On top of that, we're the best hospitality state around. We have 87 million tourists here a year. We know how to have conventions, we know how to have large events, we're going to do a great job."

Scott said he spoke directly with Mitt Romney twice on Saturday to bring the presumptive Republican nominee "up to speed" and discuss the state's emergency management efforts.

"[Romney's] biggest concern was what's happening to the citizens of our state. He wanted to make sure that the 19 million citizens, everybody that is visiting our state is safe," he said. "I went through the things - same sort of briefing we're doing with the RNC - as far as you know the anticipated storm surge, the wind, the issues with regard to what the wind [and] what impact it would have on our bridges and what impact it would have on the use of buses."

With regard to the convention, Scott said state and local officials are making sure delegates have information about how they should react to the storm and urged residents and visitors staying close to the beach to stay there and minimize travel.

"Don't start venturing into the Tampa side because you don't know what's going to happen as far as your ability to get home," he said.

With the storm's trajectory now forecast to shift farther west, Scott said his primary concern for Tampa is the impact of the winds. He also pledged to dispatch his state's resources wherever the storm strikes.

"Clearly we're a state that has dealt with hurricanes. We know how to do this, and if it ends up going farther west - whether it's Alabama, Mississippi, Louisiana - Florida will be ready to be helpful," he said. "Once we see where the track's going to be up north, if we need to provide resources to another state, then we'll have the resources to do that."

Tampa Police Chief Jane Castor echoed the governor's emphasis on public safety, but suggested the strength of the storm likely will be tolerable, even for the thousands of demonstrators in Tampa this week during the convention.

"As far as the police officers are concerned, we're going to be out on the street," she said. "Right now the track is moving farther and farther west, so as it is right now there'll be high winds, and there'll be rains, but it's not going to be something that's going to prohibit anyone from doing what they want to do out on the street."

Salutations everyone!

Hello there!

My name is Meg and recently I've been craving a little more role playing than I've been getting. Prior to joining this site I've been role playing exclusively with my boyfriend of almost 2 years. Unfortunately he isn't the die-hard RP fan that I am, so I've been looking to fill in that little hole of my creative heart that could only be satisfied by role playing.

A nanoparticle developed at Rice University and tested in collaboration with Baylor College of Medicine (BCM) may bring great benefits to the emergency treatment of brain-injury victims, even those with mild injuries.

Combined polyethylene glycol-hydrophilic carbon clusters (PEG-HCC), already being tested to enhance cancer treatment, are also adept antioxidants. In animal studies, injections of PEG-HCC during initial treatment after an injury helped restore balance to the brain's vascular system.

The results were reported this month in the American Chemical Society journal ACS Nano.

A PEG-HCC infusion that quickly stabilizes blood flow in the brain would be a significant advance for emergency care workers and battlefield medics, said Rice chemist and co-author James Tour.

"This might be a first line of defense against reactive oxygen species (ROS) that are always overstimulated during a medical trauma, whether that be to an accident victim or an injured soldier," said Tour, Rice's T.T. and W.F. Chao Chair in Chemistry as well as a professor of mechanical engineering and materials science and of computer science. "They're certainly exacerbated when there's trauma with massive blood loss."

In a traumatic brain injury, cells release an excessive amount of an ROS known as superoxide (SO) into the blood. Superoxides are toxic free radicals, molecules with one unpaired electron, that the immune system normally uses to kill invading microorganisms. Healthy organisms balance SO with superoxide dismutase (SOD), an enzyme that neutralizes it. But even mild brain trauma can release superoxides at levels that overwhelm the brain's natural defenses.

"Superoxide is the most deleterious of the reactive oxygen species, as it's the progenitor of many of the others," Tour said. "If you don't deal with SO, it forms peroxynitrite and hydrogen peroxide. SO is the upstream precursor to many of the downstream problems."

SO affects the autoregulatory mechanism that manages the sensitive circulation system in the brain. Normally, vessels dilate when blood pressure is low and constrict when high to maintain an equilibrium, but a lack of regulation can lead to brain damage beyond what may have been caused by the initial trauma.

"There are many facets of brain injury that ultimately determine how much damage there will be," said Thomas Kent, the paper's co-author, a BCM professor of neurology and chief of neurology at the Michael E. DeBakey Veterans Affairs Medical Center in Houston. "One is the initial injury, and that's pretty much done in minutes. But a number of things that happen later often make things worse, and that's when we can intervene."

Kent cited as an example the second burst of free radicals that can occur after post-injury resuscitation. "That's what we can treat: the further injury that happens because of the necessity of restoring somebody's blood pressure, which provides oxygen that leads to more damaging free radicals."

In tests, the researchers found PEG-HCC nanoparticles immediately and completely quenched superoxide activity and allowed the autoregulatory system to quickly regain its balance. Tour said ROS molecules readily combine with PEG-HCCs, generating "an innocuous carbon double bond, so it's really radical annihilation. There's no such mechanism in biology." While an SOD enzyme can alter only one superoxide molecule at a time, a single PEG-HCC about the size of a large protein at 2-3 nanometers wide and 30-40 nanometers long can quench hundreds or thousands. "This is an occasion where a nano-sized package is doing something that no small drug or protein could do, underscoring the efficacy of active nano-based drugs."

"This is the most remarkably effective thing I've ever seen," Kent said. "Literally within minutes of injecting it, the cerebral blood flow is back to normal, and we can keep it there with just a simple second injection. In the end, we've normalized the free radicals while preserving nitric oxide (which is essential to autoregulation). These particles showed the antioxidant mechanism we had previously identified as predictive of effectiveness."

The first clues to PEG-HCC's antioxidant powers came during nanoparticle toxicity studies with the MD Anderson Cancer Center. "We noticed they lowered alkaline phosphatase in the liver," Tour said. "One of our Baylor colleagues saw this and said, 'Hey, this looks like it's actually causing the liver cells to live longer than normal.'

"Oxidative destruction of liver cells is normal, so that got us to thinking these might be really good radical scavengers," Tour said.

Kent said the nanoparticles as tested showed no signs of toxicity, but any remaining concerns should be answered by further tests. The researchers found the half-life of PEG-HCCs in the blood ? the amount of time it takes for half the particles to leave the body ? to be between two and three hours. Tests with different cell types in vitro showed no toxicity, he said.

The research has implications for stroke victims and organ transplant patients as well, Tour said.

Next, the team hopes to have another lab replicate its positive results. "We've repeated it now three times, and we got the same results, so we're sure this works in our hands," Kent said.
